Nautical Charts and Publications
'Admiralty or 'BA' charts and Publications are in use by the majority of commercial vessels for navigation. They cover the navigable areas of the world and are corrected/updated with the latest information made available in the Admiralty Weekly Notices to Mariners. The charts, publications and Weekly Notices to Mariners are available from Admiralty Chart Agents located in many countries around the World.
Charts and publications produced by the South African Navy Hydrographic Office cover the South African maritime region & territories and Namibia.
Charts can be selected by referring to the Admiralty Catalogue NP131 and the South African HO Catalogue HO3. New Editions of Charts and Publications are published from time to time. If you do not have access to a Catalogue please contact us by email or fax with your planned voyage and we will assist you with information to be able to select the required charts and Publications. Catalogues, available in our shops for reference and for sale, are also available online at the UK Hydrographic Office and the South African Navy Hydrographic Office websites. Links are provided below.
Paper Charts and Publications produced by Hydrographic Offices and maintained as required are presently the accepted product used in Navigation. These are being supplemented or replaced by Electronic Charts and Publications which can be used for primary navigation when certain criteria are complied with.
Electronic Charts in the form of the Admiralty Raster Chart System (ARCS) has been in use for a number of years and can be used with a variety of Navigation Programs ranging from Desktop PC's to sophisticated integrated Bridge units.
The Electronic Navigation Chart (ENC) in vector format is also available for use as above and in Electronic Chart Display and Information System (ECDIS) equipment. These charts will eventually replace the ARCS charts and the Paper charts for primary navigation.

ADMIRALTY RASTER CHART SYSTEM (ARCS)
|
An electronic chart service from the United Kingdom Hydrographic Office. ARCS charts are digital facsimile copies of the Admiralty paper charts and are provided on CD-Rom. This is the world's first fully correctable electronic chart service having the reliability of being produced by the UKHO and the familiarity of the traditional paper chart. These are not a replacement for Paper Charts which remain in use for primary navigation.
The charts are used in a wide range of PC-based navigational software systems, sophisticated integrated bridge units and by shipping operations ashore for planning and vessel tracking. The software makes use of built-in geographical referencing to allow automatic position fixing, waypoint insertion, route/voyage planning, automatic danger zone setting, AIS, bearing and distance calculation and display user overlays. Routes and past tracks can be stored for future use, as can attached notes, diagrams and photographs. The world's charts available in this format are stored on eleven CD's. Ten CD's for all of the charts in each of ten areas and the eleventh containing all of the Ocean Charts (1:3,500,000 and smaller ). The ARCS charts follow the same numbers as the traditional paper charts and can be selected from the same catalogue where charts available in the ARCS format are indicated. The area CD's may each contain some 300 charts. 'Navigator' Licenses, intended for Commercial Vessels operating under SOLAS, are purchased on an annual basis for the selected charts. There are volume discounts where 45 or more licenses are purchased. The service will include the supply of weekly update CD's although extra costs of postage may apply. Vessels are obliged to comply with SOLAS regulations and when using Raster charts must also carry an appropriate folio of up to date paper charts. The 'Skipper' Licence is intended for non SOLAS vessels. Although the charts are the same they may be purchased in pre-set made up for popular boating areas or any ten charts can be selected to make up a Customised folio. The Licence is not time limited and updating can be purchased when the user requires. See under Digital Products for more information on pricing. |

ENC/ARCS SERVICE AVAILABILITY & COVERAGE & C0STS - For use with non ECDIS display systems.
| THE ENC service - has been incorporated into the AVCS service - see on Electronic Navigational Charts (ENCs) are electronic charts in vector format. They are Official Electronic Charts when they conform to IHO specifications and have been issued by a National Hydrographic Authority.
The Admiralty ENC Service enables you to purchase only the ENC's you require. They are available in 'units' where one unit is approximately equal to one paper chart. Access is enabled by means of chart 'unlock' keys. All ENC's are supplied in a compact CD box-set. You can unlock extra ENC's at any time during your current licence period which enables you to minimize the size of your ENC folio whilst remaining fully equipped to deal with last minute route changes.
The UK Hydrographic Office (UKHO) issues the latest ENC corrections every week which include all Notices to Mariners, New Editions, Replacement Charts and Temporary and Preliminary Notices for all charts.
With the implementation of ENC's in the S57 edition 3 format the International Hydrographic Organization (IHO) proposed a system for creating Electronic Navigational Charts (ENCs) called the Worldwide ENC Database (WEND). Under this WEND principle, each National hydrographic office is responsible for the creation of ENC data in their own home waters.
Distribution of this data would be via a series of Regional ENC Co-operating Centres (RENCs). Currently there are two RENCs - Primar-Stavanger and the International Centre for ENCs (IC-ENC) based in the United Kingdom which includes a number of other (European) member Countries. The Admiralty ENC service wishes to provide the widest coverage of ENC data available from a single source. IC-ENC does not operate an end-user service of its own and takes advantage of the expertise and experience of existing major service providers within the industry and delivers its ENC database to the market through specialist distributors known as Value Added Resellers (VARs). The UKHO was the first VAR to be appointed and provides its "Admiralty ENC Service" through its world-wide network of Admiralty Distributors.
ENC availability continues to expand. The above can be accessed at www.ic-enc.org (plus other interesting information)
Most of the areas of the world are presently covered by Raster Navigational Charts (RNCs) and are available for use in ECDIS where official ENC's are not yet available. This referred to as the Dual-Fuel mode. Use of ECDIS in the RCDS (Raster Chart Display System) mode requires an 'appropriate folio of up to date paper charts' must be carried. Since this extra requirement was imposed, the world has gained many years of experience with Raster Navigational Charts (RNCs) and their use in RCDS.
ENC's (currently) - Price per Unit is $24 (US Dollars) for 'Large' units. (see table below) Large Units contain one or more cells and are approximately equivalent to a standard paper chart. Medium units contain a single cell and are approximately 30% to 60% of the size of a standard paper chart and small units are up to 30% of the size of the standard paper chart. Prices quoted exclude VAT any any other taxes. ENC's produced by Denmark, Estonia, Finland, France, Latvia Norway, Poland and Sweden also available in Medium and small units at $16 and $8 respectively. Prices may vary depending on prices set by various participating Nations. Currently exceptions for large units are, Denmark $48, Italy $18, Japan $15, Malacca $300, Singapore $55. Malacca and Singapore provide all their cells in a single unit. Hong Kong Large Unit costs $225 and contains 15 coastal, approach and harbour cells.
The service is available on annual subscription and includes a weekly CD-based update service. A minimum fee of $250 applies to each Licence. A Flexible Subscription is provided for vessels with changeable trading patterns and will include an annual fixed service fee and a lower quarterly charge per unit
Added Units during the Licence period. All additional units expire on same date as original licence. 0-3 months 100% - 3 to 6 months 75% - 6 to 9 months 50% - 9 to 12 months 25%.
GETTING STARTED - Contact your Chart Agent/Distributor.
ENC SERVICE - Base CD - contains all ENCs available in the service. It contains the latest base versions of each ENC cell. Base ENC cells can be identified as their filename is always followed with the extension '.000'. Hence GB500001.000 is a Base cell. The Base CD may contain updates which have not been included in the Base ENCs at the time of issue. Base CDs are re-issued periodically.
Update CDs - Will be issued weekly and are cumulative. Will contain all relevant ENC updates, new editions and newly available Base cells that have been issued in the service since the last Base CD was issued. Update files are sequentially numbered eg.first update to the ENC above will have the filename GB500001.001.
ENC Permit Disk - ENCs in the Admiralty ENC service are encrypted to ensure data integrity and to provide a means of selective access to ENCs on the Base CD.
A Permit Disc (stiffy) will be issued with the Base and Update CDS. This disk contains two files that contain access keys to the ENCs that you have licenced. These files are read by the ECDIS system to decrypt the ENCs and also contain information regarding the expiry date of your subscription to the service.
Email - Permits can be emailed to vessels in the form of two files 'enc-pmt' and 'permit-txt'. Additional chart permits can therefore be ordered at any time. These files are downloaded onto a formatted floppy disc which can then be loaded into the system.
Schedule 'A' - contains terms and conditions that apply to the ENC Service and giving a listing of ENCs licenced and of Units and Cells Licenced including version information. It shows the licence number, expiry date of the subscription and details of the licensee.
SELECTING CHARTS/UNITS
Charts can be selected from the electronic ENC Catalogue. Alternatively from NP131 from which your Distributor will process the order to provide the necessary ENCs.
Using the Admiralty ENC Catalogue, the 'Charts/Units' can be selected automatically for an indicated route or area and made up into an email order. This catalogue is not yet available to the end user.

| ECDIS When ENCs are displayed in a type-approved Electronic Chart Display and Information System (ECDIS) with appropriate backup, they can be used for primary navigation providing that Flag State requirements are met.
Appropriate backup - the ECDIS system must have a type approved backup unit. The Admiralty ECDIS Service includes a free full backup chart system to ensure maximum safety. Thereafter the Flag State regulations will dictate further backup such as a reduced folio of paper charts or whether no further backup, such as paper charts, are required.
SOLAS chapter 5 states that all ships shall have nautical charts and nautical publications to plan and display the ship's route for the intended voyage and to plot and monitor positions throughout the voyage. An ENC used with an Electronic Chart Display and Information System (ECDIS) may be accepted as meeting these requirements as an alternative to paper charts. This depends on Flag State requirements.
IMO regulations require A type-approved ECDIS recognised by your own flag nation authority. A portfolio of ENCs suitable for the nature of the voyage must be carried. ENC's being displayed are fully up to date - it ceases to be a legal equivalent if the latest updates have not been loaded Must have suitable back-up arrangements. A second ECDIS system with independent power supply or suitable folio of paper charts. Availability - as for the ENC Service outlined in the section above. With the ECDIS service the charts (ARCS & ENC) are only available in folios as shown below. The key features of the Admiralty ECDIS Service are - · Electronic Navigation Charts (ENC's) and Raster Navigational Charts (RNC's) are combined within a single service. · ARCS and ENC 'dual fuel' electronic chart combination satisfies IMO regulations for SOLAS chart carriage and can therefore be used for primary navigation within ECDIS with the appropriate back-ups. · New ENC's that correspond with existing ARCS coverage are automatically added to Licences as they become available, at no extra cost. · All ENC's and ARCS/RNC's continuously updated by updated service. · All aspects of the service fully tested and operated by the UKHO.
At present the ENC service provides coverage of the Arabian Sea, Australia, Atlantic Ocean, Bahamas, Bay of Bengal, Belgium, Caribbean Sea, Cyprus, Egypt, including Suez, Falkland Islands, Germany, Gibraltar, Greece, Gulf of Aden, Indian Ocean, Jamaica, Malta, Netherlands, Pacific Ocean, Portugal, Red Sea, Socotra, Somalia, South Africa, Southern Ocean, Sri Lanka, Spain, Canaries & Balearics, UK and Western Africa. ARCS/RNC's is available in all areas other than Japanese, Ecuadorian and larger scales in Malaysian waters.
Commencing December 2004 - The Service has been provided in 33 Geographic Areas - each area containing ENC's where available, together with comprehensive ARCS coverage.
All Type Approved ECDIS Systems are required to provide a graphical catalogue of ENC Coverage. Some systems also indicate which ENCs are currently loaded in the system.
Folio RRP price per geographical area F=Full S = Standard T = Transit Prices in £GB
In each area there are up to three separate folio categories. FULL (F)- Folio containing all coverage available within a given area STANDARD (S) - Folio containing all coverage of major ports and trade routes within a given area and excluding Ports of less than 10 meters in depth, remote anchorages, naval bases, Ports where port calls are few, bulk cargo only Ports, low throughput Ports, very small crude oil loading Ports and low volume oil product Ports TRANSIT (T) - Folio containing the coverage required for safe transit, including principal Ports, primary routes, bunkering Ports and Ports of refuge and excluding all other charts. EXPLANATION OF CELLS AND UNITS IN ENCs
|
Cell -The basic unit for the distribution of ENC data covering a defined geographic area bounded by two meridians and two parallels. The amount of chart information contained in a cell depends on its intended navigational purpose. It is important to understand that Units were introduced in order to simplify the sales and ordering of ENC's and offer better value for money, but will always be supplied as multiples of Cells
Cell numbering. Each ENC Cell has an eight character identifier. The first two are letters and indicate the producer nation (eg. GB = UK cell, NL = Netherlands cell). The third character designates the 'usage band' into which the cell falls. (1=Overview, 2=General, 3=Coastal, 4=App |
